Today Microsoft released an official statement clarifying the reason for removing the update from both MCT and its Windows Update service: For those who already updated to build 10586, Microsoft has released a cumulative update that you can use to restore the appropriate privacy settings. If you want to perform clean installs and or use their existing Windows 7 and Windows 8/8.1 product keys to perform a new or in place upgrades can download updated ISO images using the Media Creation Tool once again.
